​Before construction can begin on any project, land entitlement is a must. This process involves securing all the necessary approvals from local, state, and federal authorities, and it can vary based on the location, size, and nature of the property and project.

 

Here’s a quick look at the key steps in the entitlement process:

  • Pre-application: Before officially applying, developers often meet with local planners and engineers to get initial feedback on their proposals.
     

  • Annexation: This step involves bringing unincorporated land into a city’s jurisdiction. It’s usually pursued to take advantage of city zoning, services like water and sewer, and economic incentives.
     

  • Rezoning: Changing the zoning of a property to allow for different uses, higher density, or more intense development.
     

  • Subdivision Plat: Dividing a large property into smaller lots for sale or development.
     

  • Site Plan Approval: The jurisdiction reviews the development to ensure it meets standards for landscaping, parking, building design, and other site regulations.
     

  • Conditional or Special-use Permits: These are required for uses that may not fit within a zone’s standard regulations but are allowed under certain conditions.
     

  • Civil Construction Documents: Public works and engineering departments review designs for roads, stormwater management, and other infrastructure.
     

  • Utility Permits: Permits for utilities like water, sewer, gas, and telecom services are also necessary.
     

  • Building Permit: This is the final step in reviewing building plans before construction can begin.
